Program Specialist

Summary This position is organizationally aligned as part of the Health Administration Services (HAS) and reports to the Supervisory Enrollment Coordinator within the Montana VA Health Care System (MTVAHCS).
Responsibilities Duties include, but are not limited to:
Serves as technical resource to the department personnel on travel.
Prepares travel authorizations and vouchers using automated systems and software.
Analyzes current administrative processes and to suggest efficient alternatives and identify redundancies.
Ensures all items on the inventory list are appropriately identified as government property, inventories, and report of surveys.
Tracks property acquisitions, transfers, and disposals; prepares forms to report self-excess and surplus property.
Serves as back-up timekeeper for personnel within the service.
Assists with ensuring all personnel are coded and mapped correctly.
Coordinates recurring meetings, which includes insuring all parties are aware of scheduled meeting times and locations; all parties have received proposed agenda; presenters are aware of their scheduled presentation time; presentation materials are assembled and available; and compose minutes for approval.
Assists Administrative Officer with hiring packets; assembles documentation, schedules interviews, and conducts reference checks as needed.
Uses computers and software applications for data collection, analysis, and collating.
Prepares reports, forms, and tabular material.
Remains aware of Administrative Officer duties, processes, and status of staffing actions.

Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/11/2023.
Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS -09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS- 07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of HAS.
Demonstrating experience with the application of change management and efficiency methods to guide the implementation of new programs and development of best practices.
Adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
Conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.
Analyzing analytical and evaluative technique and analysis of data to make quantitative and qualitative evaluations for the preparation of narrative and statistical reports of findings.
OR, Education:
Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have successfully completed a Master's (or equivalent graduate degree such as LL.

You must have an combination of specialized experience and education beyond post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.
